Docente e professor na Queen Mary University of London (2004-21). Secretário de Estado do Emprego do Governo de Portugal (2011-13): responsável pelas reformas da legislação de proteção do emprego, das políticas activas do mercado de trabalho, do serviço público de emprego e do diálogo tripartido. Membro do grupo de peritos que aconselha o Governo da Grécia e a Comissão Europeia sobre as reformas do mercado de trabalho (2016). Investigação atual: negociação colectiva, formação e serviços de emprego.
