Contribution to the Public Consultation:

“Recommendation of the Board of Directors of the Regulatory Authority” regarding immigrant access to health care

The Nova SBE Health Economics & Management Knowledge Center has submitted a contribution to the Public Consultation of the Health Regulatory Authority on immigrant access to the National Health Service. Drafted by Pedro Pita Barros, the document reviews the 2015 and 2024 studies, identifies gaps in the registration and monitoring of foreign users, and underlines the need to uphold the principles of equity, transparency, administrative simplicity, data integrity, and community participation.

In addition to endorsing the Authority’s recommendations, four further measures are proposed:

  • Strengthen institutional coordination through the Executive Directorate of the National Health Service

  • Modernize the National User Registry with clear technical specifications

  • Develop an operational guide with a timeline, performance indicators, and accountability mechanisms

  • Create continuous participation channels for immigrant communities in local health governance processes

Annual audits of local health units and random monitoring reports are also recommended to ensure effective implementation of these proposals.
