Carmo Seabra desenvolveu a sua investigação na área de política microeconómica, particularmente em regulamentação económica. Nos últimos anos, focou a o seu trabalho de investigação na área da economia na educação. Foi também membro do quadro da Anacom e do Ministro da Educação do XVI Governo Constitucional. Carmo Seabra ocupou várias posições tanto na faculdade como na Universidade. Atualmente é membro do Conselho de Faculdade e do Conselho de Ética da Universidade.
