'Todos Incluídos' is the name of the national awareness campaign for inclusive employment promoted by Nova School of Business & Economics (Nova SBE) through the Inclusive Community Forum (ICF).

The initiative was launched this month, on January 1, and consists of a communication campaign that directs audiences to a dedicated digital platform. This platform aims to connect and support people with disabilities by linking them with companies through inclusive recruitment partners.

The project’s main objective is to boost employment opportunities for people with disabilities and to mobilize companies toward inclusive hiring, contributing to a more diverse, fair, and representative labour market.

Bringing together nearly two dozen Inclusive Recruitment Partners – recruitment and selection companies with teams dedicated to inclusion, organizations specialized in the professional integration of people with disabilities, and social organizations with inclusive employment initiatives – the “Todos Incluídos” digital platform allows users to search for job opportunities and select the most suitable partner to support their career pathways and recruitment processes. These partners not only support people with disabilities in finding employment opportunities but also assist companies seeking talent and aiming to make their recruitment processes more inclusive.

Developed in partnership with the WPP Group, the 'Todos Incluídos' project will run for six months across television, radio, press, outdoor advertising, and social media. The campaign features testimonials from people with disabilities already integrated into the labor market, as well as from companies that actively promote inclusion.

This is a crucial awareness campaign to demonstrate the value and importance of including people with disabilities in the labor market. With this initiative, we want to share real stories – their successes and challenges – and show that inclusive recruitment can be, and in many cases already is, a reality”, explains Mafalda Correia de Sá, Project Manager at ICF. “We want to reach people with disabilities who are not yet part of the labor market and raise awareness among Portuguese companies about this issue, creating a network that brings talent closer to the market – with everyone included”, she adds.

Inclusive employment: a challenge that requires continuity

Despite the positive progress recorded in recent years, the inclusion of people with disabilities in the labor market remains a significant challenge. According to the report People with Disabilities in Portugal – Human Rights Indicators 2024, published by the Disability and Human Rights Observatory (ODDH), there is still a significant gap of 14.7 percentage points between the employment rate of people with disabilities (65%) and that of people without disabilities (79.7%).

Regarding unemployment, the same report indicates that although improvements have been recorded since 2021, the unemployment rate among people with disabilities (14.7%) remains higher than the unemployment rate of the population without disabilities (9.1%). In 2024, data from Institute for Employment and Vocational Training (IEFP) cited by ODDH reveals that 1,097 placements of people with disabilities registered as unemployed were carried out, corresponding to 7% of the total number of individuals in this group at the end of the year.

The commitment of ICF and Nova SBE

The Inclusive Community Forum (ICF) is a Nova SBE initiative dedicated to improving the lives of people with disabilities, focusing on employment and education and promoting solutions co-created with companies, social organizations, and educational institutions.

In 2025, ICF organized the first job fair exclusively for people with disabilities, connecting candidates with real opportunities across multiple sectors.

Within the employment area, ICF also develops initiatives such as the Journey for Inclusion, through which companies sign the Commitment to Inclusion, assuming responsibility for hiring people with disabilities and recognizing the economic and social value of inclusion. Currently, ICF supports 83 companies on this journey.

Another highlight is the Peer2Peer program, which prepares people with disabilities for the labor market through a peer mentoring model with higher education students.
